The Project

The New Zealand Transport Agency (NZTA) engaged Auxilium Ltd. to facilitate a workshop focused on refining the prioritisation factors used in the National Land Transport Programme (NLTP). The purpose of this initiative was to ensure that investment decisions align with legislative requirements and strategic objectives, providing a more robust framework for assessing and prioritising activities for inclusion in the NLTP.

The project sought to gather input from a cross-section of NZTA and Approved Organisations (AOs) to enhance the prioritisation methodology. This included exploring ways to combine and value prioritisation factors, as well as developing approaches for applying these factors when ranking activities. By involving key stakeholders, the project aimed to refine decision-making processes to improve the allocation of transport funding.

A structured workshop approach was designed to facilitate discussions and engagement among participants. Background materials were reviewed to develop a clear agenda, and a ‘context paper’ was prepared to ensure that all attendees had the necessary background information. The workshop featured breakout sessions and interactive discussions, allowing stakeholders to provide valuable insights on prioritisation methodologies and their application.

Following the workshop, the gathered insights were consolidated into structured outputs to support NZTA in refining its prioritisation framework. The project ensured that all perspectives were considered and that the methodologies used for prioritisation remained transparent, evidence-based, and aligned with national transport investment strategies.
