The Project
Auxilium were employed to support the development of the 2021/2024 strategic maintenance investment case for the NZ Transport Agency State Highways pavement programme. A collaborative partnership between Waka Kotahi NZTA, Infrastructure Decision Support and Auxilium was formed to develop the investment proposal.
The state highway network comprises 11,039 km of road, which has 24,062 km of lanes. It runs from Cape Reinga in the north to Bluff in the south, from Te Anau in the west to Tikitiki in the east. All land transport trips use some elements of the state highway or local road networks each day. While the State Highway network comprises only 15% of the road length in New Zealand it carries 50% of general vehicle traffic and 72% of road freight. At $43 billion, the SH network is the largest value social asset in New Zealand. The business case for the surfacing and pavements maintenance and renewals programme objective was to deliver safe and reliable access and delivery on the national response to significantly reduce harm.
The business case was approved by NZTA to invest in the state highway network to preserve and recover the network. The $253 million investment level supported the State Highways move to start to restore the current network backlog and achieve stated performance targets.
