The Project
The project involved a comprehensive three-year Land Transport Activity Management Plan review. The work involved developing a Strategic and Programme Activity Management Plan approach using a storytelling approach to ensure different audiences had access to the right level of information. The team tested the relevance of the current Strategic Case to ensure it aligned with regional priorities, with a specific focus on levels of service. In addition, the review integrated the One Network Framework where applicable and assessed progress on improvement initiatives from previous AMP reviews. By the end of March 2023, a draft Strategic Case was completed, allowing for extensive stakeholder engagement that commenced in early April. This engagement informed the development of the Programme Case and the finalised Activity Management Plan documentation was submitted as required by the end of August 2023.
Following the completion of the documents, Marlborough Roads undertook an additional phase to align the 2023 Activity Management Plan with the new 2024 Government Policy Statement (GPS), released by the coalition government. This alignment incorporated feedback from Waka Kotahi Investment Advisors and required updates to ensure compliance with the revised GPS. The updated document was finalised and submitted on August 1, 2024, meeting all necessary requirements and reflecting the latest governmental transport policy priorities.
Throughout the project, the team prioritised social outcomes by engaging Marlborough Roads personnel in a collaborative process that fostered both skill development and relationship-building. A focus on flexibility and risk management contributed to a productive partnership with stakeholders, ultimately enhancing confidence in Marlborough Roads’ capabilities. The final outputs demonstrated an increased organisational maturity and presented a compelling Investment Story that resonated with a diverse range of stakeholders, both within the organisation and across the broader community.
