The Project
This project involved developing four targeted Asset Management Plans (AMPs) for Rivers, Sewer, Potable Water and Stormwater in collaboration with the Marlborough District Council (MDC). Each AMP integrated Major Capital, Renewals and Maintenance programs tailored to the specific needs of each asset type. The plans built upon existing MDC AMPs, incorporating an evidence-based review and GAP Analysis to assess current asset data and quality. This approach helped refine each AMP to be ‘fit for purpose,’ transitioning from a basic to an advanced plan while aligning with MDC’s long-term strategic goals.
Key project activities included reviewing and leveraging available data, undertaking a thorough analysis of the assets’ condition and capacity and addressing internal capacity limitations by recruiting an Asset Engineer. Careful planning ensured that limited internal resources were utilised effectively, with council personnel engaged at the appropriate stages to support timely and high-quality AMP submissions. Although timelines were initially undefined, each AMP development phase took approximately 6-8 weeks, depending on MDC staff availability and the level of engagement required.
The project also prioritised social outcomes, such as building capacity within MDC teams, fostering stakeholder engagement aligned with local social and cultural contexts and maintaining a collaborative approach to risk management. By working closely with stakeholders, the project developed a compelling Investment Story that demonstrated the value of these AMPs.
This narrative supported MDC’s objectives, helping secure stakeholder buy-in and reinforcing positive internal and external relationships.
